ISLAMABAD: The investigation wing of Islamabad police has been revamped with the purpose to ensure speedy and quality investigation in criminal cases.
A senior superintendent of police (SSP) has been appointed as head of the investigation wing while a forensic science team will assist during the investigation of a crime.
Two separate squads – Special Investigation and Anti-Proclaimed Offenders – have been constituted to ensure speedy investigation of criminal cases and arrest of criminals.
Questions have been posed over the years and fingers have been pointing at the capital police about their system of investigation and shoving problems under the carpet. A few weeks earlier, Osama Satti, a young man, was shot dead by Counter-Terrorism Department officers (CTB). To cover up the incident and name the deceased a suspect, all possible means were used. A judicial investigation proved otherwise, however.
Similarly, on January 23, Mazhar Bhatti, whose property was confiscated under the control of the Loi Bher police by the land mafia, was unable to procure police help. He died in district court of a heart attack.
On Sunday, Nspector General of Police (IGP) Qazi Jamilur Rehman argued that revamping the investigation wing would help to perform a quality crime investigation and put the whole investigation process on line with international standards.
A senior police officer, who is not allowed to comment on record, told Dawn that the sharing theory of Dr Edmond Locard in forensic science states that if a crime happens, the suspect takes something to or leaves something at the scene of the crime that can be used as forensic evidence.
He said four aspects of the management of the crime scene are: defence, preparation, personnel and standard operating procedure (SOP).
Whenever a crime takes place, the first step in an investigation is the safety of the scene. As police or emergency officials typically first enter the location of crime, they should be professionally equipped to safeguard the scene of crime. Criminals can leave hair that can be used for DNA testing, saliva, semen, seminal fluid, influenza liquid, etc. In addition, fingerprints are also gathered,” he said.
Nevertheless, it is generally found that in Pakistan, journalists, citizens and even police officers do not care about crime scene management. There is a need to educate workers, increase consciousness of people and make SOP for the management of the crime scene, he added, adding: Unfortunately, to secure the crime scene, adequate instruction is not provided to officials. We are optimistic, though, that the decision to revamp the inquiry wing would solve much of these problems.
The revamping process was started on the basis of the IGP guidance, according to a statement. The investigation of the SP (East) and SP (West) will report to the investigation of the SSP.
Mr. Rehman said that the grievances of people will be dealt with in a timely manner and the incarceration of offenders will be assured by prompt submission of Challans to the courts.
Wing police officers would gather information on time so that inquiry can be transparent, he added, the highest priority of the police was to add justice to the resident.
Meanwhile, after being struck by a car outside the Islamabad Club, an Islamabad police head constable died. Abdul Wadood of Mardan, who was wounded, was admitted to the hospital where he died.
